No. B.13020/1/2021-DC(STL)     :           In continuation to the previous correspondence dated 2nd July 2024, please be informed that the competent authority has reconstituted the District Level Committee on Pradhan Mantri Jan Vikas Karyakram (PMJVK) for Saitual, comprising the following members. This action is taken in the interest of public service and in accordance with the guidelines of the Revised Pradhan Mantri Jan Vikas Karyakram (PMJVK) effective from 2022-23, and as per the District Planning and Monitoring Committee.

Key function

 

  1. To prepare a comprehensive plan for the district from 2022-23 to 2025-26. The plan will include year-wise proposals for the district in priority sectors identified under PMJVK, aimed at improving socio-economic conditions in project areas. The DLC will rigorously evaluate the justification for proposed projects under PMJVK.
  2. The proposal shall adhere to the format prescribed by the Ministry of Minority Affairs.
  3. The DLC shall ensure that funds allocated for projects in catchment areas under PMJVK are additional resources and do not replace existing funds from State Government/ UT Administration. To prevent fund diversion from catchment areas, the previous year's funding to the district will serve as a benchmark.
  4. The DLC shall propose projects for selected sectors not covered by State/UT work programs or Central Government schemes/programs, focusing on critical development needs of minorities.
  5. The DLC will prevent duplication of efforts with similar objectives under State, Central, or other proposed schemes and programs.
  6. The DLC will certify that project locations within catchment areas (15 km radius) are chosen based on identified needs, with minority population comprising over 25% of the total area population.
  7. The DLC may involve Panchayati Raj Institutions/local bodies where established in implementing PMJVK plans.
  8. The DLC shall ensure that district proposals consider scope and resource availability.
  9. The DLC shall prepare proposals in harmony with district-wide planning processes.
  10. The Deputy Commissioner/Collector/District Mission Director, as applicable, will facilitate district plan preparation and implementation, ensuring effective monitoring.
  11. The DLC will certify that government land, free of encumbrances, is available for projects. Upon approval by the Empowered Committee of MoMA, possession of land shall be transferred to the implementing Department/Organization within one month.
