The Disaster Management & Rehabilitation (DM&R) Branch is responsible for managing disaster preparedness, response, and rehabilitation efforts within Saitual District. It plays a key role in providing immediate relief and rehabilitation to victims whenever natural calamities occur.

There are three Zonal Officers designated within Saitual District who oversee disaster response and conduct spot verification in their respective zones:

  • Phullen RD Block (Saitual Zone)
  • Phullen RD Block (Phullen Zone)
  • Ngopa RD Block

Based on the reports submitted by these Zonal Officers following mandatory spot inspections, financial assistance is disbursed to affected individuals and communities in accordance with SDRF guidelines.

The branch functions under the direct supervision of the Deputy Commissioner, who also serves as the Chairman of the District Disaster Management Authority (DDMA). The Sub-Deputy Commissioner (SDC), Saitual, acts as the Nodal Officer of the District Disaster Management Committee for Saitual District.

All disaster-related coordination and communication are facilitated through the District Emergency Operation Centre (DEOC), which is located in the office of the Deputy Commissioner, Saitual.

Process of submission of report for relief of victims: Reports of damages to dwelling houses, huts, crops, and other properties caused by natural calamities must be submitted by writing on plain paper enclosed with a photograph of the damaged area and addressed to the Deputy Commissioner. For incidents occurring within Ngopa RD Block and Phullen RD Block (Phullen Zone), reports should be submitted to the respective Zonal Officers for onward transmission to the Deputy Commissioner.

Each report must be duly endorsed by the respective Village Disaster Management Committee (VDMC), with official approval confirmed through signatures and the committee's seal.

The report must clearly state the following:

  • Cause of the natural calamity
  • Date and time of occurrence
  • Exact location (village and area)

Upon receipt, the Deputy Commissioner will designate an officer to conduct a spot inspection to verify the facts on-site. Based on the findings, if the reported damages qualify for financial assistance under the State Disaster Response Fund (SDRF) guidelines, immediate relief may be provided.
